WhatsApp API pricing: what Meta actually charges you for

Meta bills the WhatsApp Cloud API per delivered template message — not per conversation. That is the single most important thing to know, because most pricing articles still describe the old model. It changed on July 1, 2025.

What you pay for each message depends on three things: the template's category, the recipient's country, and — for two of the four categories — your monthly volume. What you don't pay for is larger than most people expect.

The gap between Utility and Marketing is wide — close to an order of magnitude in several markets. That makes template categorization the highest-leverage cost decision you make, and the most common way to overpay: send something as Marketing that was really Utility and you multiply the bill for an identical message.

What is free

Three things, and together they usually cover the majority of message volume in a support-heavy operation:

  • Service messages. When a customer messages you first, a 24-hour window opens. Everything you send back inside it is free. Human support, in other words, is free.
  • Entry-point conversations. When the user arrives through a Click-to-WhatsApp ad or a Facebook Page button, messages are free for 72 hours.
  • Messages sent by hand from the app. This one is barely known and it matters: a message typed in the WhatsApp Business app on the phone is never billed, even when that number is connected to the API through Coexistence. Meta bills what leaves through the Cloud API, not what leaves through the app.

That last point has a practical consequence. Fire a template through the API (billed); then, after the 24-hour window closes, instead of paying for a second template, open the app and message the customer by hand (free). A human team working the same number from their phones generates no per-message cost at all.

So the honest summary is: you mostly pay for the conversations you start. The ones the customer starts, and the human work that follows, tend to be free.

Volume discounts apply to half the categories

Meta lowers the unit rate as monthly volume grows — but only for Utility and Authentication. Marketing has no volume discount.

This matters when you model a year ahead. A notification-heavy product gets cheaper per message as it grows. A campaign-heavy one does not.

Rates are per country, and the spread is large

There is no single "WhatsApp API price." The rate is set by the recipient's country, and the difference between markets is not marginal. A cost model built on one country's rate card will be wrong for another.

When per-message billing is the wrong model for you

If your volume is mostly text — support, alerts, internal notifications — per-message billing can get expensive for a reason that has nothing to do with value delivered: you are paying a per-unit price for something with near-zero marginal worth to you.

The alternative is the unofficial API: it connects through your own number by QR code, runs on a flat monthly subscription with unlimited text, and bills nothing to Meta per message. The trade is real and worth stating plainly — no formal Meta support, no verified badge, and a ban risk that comes from sending behaviour rather than from the technology.
